Capacity Assessment and Business Plan Development Services

Develop materials and approaches to monitor and evaluate the effectiveness of the municipal empowerment process over the long term, including conducting a needs assessment to appraise the Ministry of Planning and International Cooperation Project Management Unit’s (PMU) existing human resources, management systems, monitoring and evaluation practices, project management skills, and IT skills and equipment and develop a business plan based on stakeholder analysis and the envisioned tasks and mandate of the unit.
