Under the GIZ project, the objective of this assignment was to support the GIZ Protection of the Environment and Biodiversity in Jordan (PROTEB II) in updating the Ministry of Environment’s Strategy and Action Plan for the years 2020 – 2022, which would support the Ministry of Environment (MoEnv) for policy making and management. In 2016, with technical assistance from GIZ, the MoEnv developed its new strategy and action plan for 2017-2019, as well as the MoEnv 2025 vision. The Planning and Follow-up Committee has accredited the Ministry's process for developing the strategic plan. The strategic plan thoroughly researched and examined various resources.  Israel

Al Jidara assisted GIZ in updating the MoEnv strategic plan for 2020-2022 by performing various analyses, establishing multiple management-related plans, and implementing capacity-building programs for MoEnv employees. Additionally, Al Jidara assisted and supervised the Policy Directorates in the strategy's implementation system follow-up. Based on the analysis, Al Jidara developed a Monitoring and Evaluation (M&E) Plan for this assignment, which included a KPI Framework that MoEnv could use during the mentoring phase to determine whether they were implementing the strategy in accordance with the set objectives. The M&E tools were modified and used for all stages of the assignment; at the outset, a training needs assessment tool was designed to assess the level of knowledge and abilities. In addition to training program evaluation, previous strategy assessment, and lastly KPI for mentorship phase. The KPI framework brought clarity to the MoEnv teams as to which metrics they should give attention to during the implementation of the strategy plan 2020-2022, it unfolds the strategic objectives with indicator measures, means of verification and resources.
