Al Jidara conducted a comprehensive study as part of the ILO PROSPECT Programme. The study aimed to establish a baseline understanding of policy, legislative, and regulatory frameworks, and current practices regarding Syrian refugee access to labor markets, employment, livelihood, and training opportunities in Jordan. The research involved both secondary research and direct engagement, including sixteen key informant interviews and eight focus group discussions. The first phase comprised a literature review and gap analysis, highlighting implementation gaps and needs. The second phase involved interviews with national and international actors, along with discussions with refugees and host communities in Amman, Mafraq, Zarqa, and Irbid. Al Jidara identified relevant policies, legislation, and regulations, analyzed their impact on refugees' access to opportunities, and assessed their implementation on the ground. A comprehensive country-level report was developed, outlining key findings and recommendations for policy changes and implementation alignment within the PROSPECT Programme. The study ensures a nuanced understanding of the regulatory landscape and provides valuable insights for enhancing refugee access to the labor market in Jordan.
