Institutionalization and Local Governance

As a subcontractor to AECOM for the USAID-funded WRECP project, Al Jidara played a crucial role in providing comprehensive capacity building, technical assistance, and training to support the Ministry of Environment (MoEnv) and various national laboratories. The project encompassed diverse areas, including environmental analysis and governance, industrial waste management, landfill rehabilitation, industrial wastewater treatment, water reuse, and pollution prevention.

Al Jidara focused on strengthening regulatory capacity, reforming regulations, and implementing quality control measures. An assessment of the Ministry's capacity, covering human resources, systems, policies, procedures, and gender considerations, informed targeted capacity-building efforts for enforcement roles. Training sessions, streamlined internal processes, upgraded IT systems, and an information management strategy were implemented. Al Jidara developed the MoEnv's strategic plan with Results-Based Management and Budgeting principles, incorporating key performance indicators (KPIs) from the Environment Performance Index (EPI). Additionally, policy development capacity was enhanced through the facilitation of internal and external consultations for the new "Licensing and Inspection Policy." The project identified laboratory needs, leading to targeted technical assistance, training, and twinning for selected laboratories. Al Jidara actively contributed to water quality analytical work with industrial wastewater treatment plants, including those in Dhuleil, Sahab, and Aqaba, and participated in the feasibility evaluation, location selection, and conceptual design of industrial wastewater treatment plants (IWTPs).
