Capacity Building Needs Assessment and Development of Human Resources Incentive Schemes for the Development and Employment Fund

Al Jidara conducted a detailed capacity assessment of the human resources at the Development and Employment Fund (DEF). Based on the capacities required for each position and the capacities required for the implementation of DEF’s strategic plan, capacity gaps of each DEF staff member were identified. Al Jidara utilized self-administered questionnaires complimented with face-to-face and phone interviews to define these gaps.  Moreover, Al Jidara worked closely with DEF’s team to prioritize training needs and developed a three-year training plan taking into consideration current and strategic priorities of DEF. Additionally, Al Jidara developed a new incentives and rewards scheme for DEF. The incentive scheme was further supported by an internal excellence award procedure and criteria to enhance both individuals working at DEF and also teams working within each organizational unit.

The assignment was conducted under an EU-supported project aiming to provide technical support project for the implementation of the Jordanian National Policy Framework for Microfinance (NPFM) with a Sector Reform Contract (SRC), targeting four key objectives: a) strengthening the regulation of the microfinance sector, b) consolidating its governance system, c) its financial infrastructure, and d) improving outreach of Micro Finance Institutions in rural areas.
