Curriculum & Training Materials for Monitoring & Evaluation (Performance Evaluation)
For the purposes of this assignment, two training programs were developed that cover management, monitoring and evaluation, and performance evaluation to assist budget analysts and employees of the Public Finance Management division to master the basic elements in this area of work. After having assessed the prevailing government practices in monitoring and evaluation / performance evaluation, international best practices were reviewed, and a syllabi of two results-based management training modules were developed. The first module provided the basics of results-based management approaches including results based management and results based budgeting, and the second module covered advanced topics that included baseline data, data sources, data collection methods and tools including quantitative and qualitative tools, census vs. sampling technique, questionnaire design, evaluation types and methods, and performance assessment reports. Each training module included power point presentations, teaching notes, exercises and recommended readings. Both modules were developed in Arabic, and are in alignment with the results-based budgeting framework used by the Government of Jordan (GOJ).
