Documentation and Gap Analysis of Jordan’s Public Procurement Regulatory Framework
The main objective of the project was to deliver a comprehensive offering that entailed documentation and analysis of Jordan’s public procurement regulatory framework, and analyzing the gaps when compared against the requirements of donors and international lending agencies in Jordan as well as international procurement standards.

Compiled all elements of the regulatory framework that govern the procurement systems in Jordan, and gauge these main systems against best practices. Analyze Jordan's procurement regulations related to acquisition of goods, works, medicine and medical supplies and services (consulting and non-consulting).

Identified the elements that contribute to clear and transparent procurement systems as derived from international sources such as OECD, Transparency International, WTO and UNCITRAL.

Researched and conducted meetings with donors and lending agencies in Jordan to solicit their input and feedback about their experiences, desires and expectations of what needs to be addressed by the Jordan procurement systems. Conduct research on procurement guidelines required by the following donor agencies: IBRD, JICA, MCC and GCC donor agencies as Kuwait, Saudi and Abu Dhabi funds for economic and social development.

Analyzed and identified the gaps of the regulatory framework against specific international standards and best practices, identified the gaps against the donor/lending agencies requirements, and highlighted the objective of the international standards and the risks expected from non-compliance.
